Most Rare/Scarce South Carolina plates: The 1917 South Carolina license plate is the second latest "first" issue plate issued statewide by any state; (the exception is Florida's 1918 flat tag.) Think about it: By the time the 1917 South Carolina plate came out, Pennsylvania motorists had ten expired porcelain license plates in a row to tack up on the garage walls, and were already on their second tin tag. Yet the '17 S.C. license plate is rarely found in any condition, and in this case, "any" means 90% likely to have no paint.
